The destruction of the combined Franco-Spanish fleet by the great Horatio Nelson drowned French hopes of an invasion of Britain. Thereafter to defeat Britain Napoleon sought to ruin its economy, by closing every European country to its exports. More effective enforcement of this Continental blockade was the principal reason why Napoleon invaded Spain and placed his brother Joseph on the throne. In a sense, Trafalgar was the European Saratoga: it led the country that lost the battle to enmesh itself in a devastating guerrilla war.

The issue of slavery delayed British intervention, and after the Emancipation Proclamation the British Cabinet believed that intervention had become politically impossible. As the war ground on, the Federal government’s search for more manpower inevitably led to the enlistment of emancipated slaves; eventually 180,000 wore the Federal uniform. The Confederacy was even more desperate for soldiers, but it drafted only free whites, not black slaves. As the tide of war turned more decisively against the South, demands became irresistible that everything must be cast into the furnace to keep the engine of war going—everything including slavery itself.

In January 1914 conditions in the large cities were so bad that elements of the British, French, and German navies landed marines to protect their nationals and embassies. S. Marines landed in Cap-Haitien. By the end of that year there were approximately 1,950 Marines in Haiti, and by the end of 1916 less than 1,000 (the population of Haiti at this time being perhaps 1,500,000). S. naval guns maintained order in the cities, while in the hinterland Marines dispersed the Cacos by the use of harassing patrols, and airplanes for spotting and even dive-bombing.
